HB 1154 amends and revises the statute related to crimes against pregnant women (Colorado Rev. Stat. § 18-3.5-101, et seq.) That law provides a separate criminal offense for the intentional termination of a fetus. HB 1154 amends that law to include reckless and careless conduct, and conduct in extreme indifference to the value of human life, that results in the termination of a pregnancy.

This bill does not create personhood for the fetus and does not give the fetus rights associated with personhood.

This bill also excludes pregnant women and health care providers providing legal healthcare to women from criminal liability.

STATUS

This bill was signed into law by Gov. Hickenlooper on June 5, 2013 and went into effect on July 1, 2013.
