Full Bill Text
HB 18 bans abortion at 20 weeks post-fertilization based on legislative findings that a fetus can feel pain at 20 weeks. The bill permits abortions at or beyond 20 weeks post-fertilization “to prevent the death or serious risk of substantial and irreversible physical impairment of a major bodily function of the woman.” The bill also contains provisions on abortion reporting requirements.
