The text for S 50 has not yet been released. The below summary is based upon S 137, which was introduced by Sen. David Vitter (R-LA) in 2013, but failed to pass. 

S 50 would amend the Public Health Service Act to codify the prohibition against any action by the federal government and any state or local government receiving federal financial assistance to subject any health-care provider or health insurance plan to discrimination on the basis that the entity refuses to participate in abortion-related activities.

The bill would create a cause of action for any violation of the abortion discrimination prohibition.

STATUS

Similar to S 137, HR 940, and S 1204 which all failed to pass in 2013.
