Brook Kelly

Brook Kelly, J.D., is the HIV Human Rights Attorney for the U.S. Positive Women’s Network, a project of WORLD. She works within a human rights framework to increase access to justice for HIV-positive women in the United States by providing human rights trainings, monitoring and analyzing laws and policies, and documenting human rights violations experienced by women living with HIV with a focus on women’s sexual and reproductive health and rights. Brook has several publications in legal, and women’s health and public policy journals, including Baltimore University Law Review, Women’s Health Issues and Reproductive Health Matters. After graduating from Georgetown University Law Center, she was a judicial clerk in the United States Court for the Southern District of New York for the Honorable Ronald L. Ellis, and subsequently, a Women’s Law and Public Policy Ford Foundation Fellow where she worked on issues of human rights, women and HIV/AIDS in Washington D.C. Brook is based in New York City.
